Water intermediaries

July 2007

Water trading, and the benefits it can deliver, is a centrepiece of water reform in Australia. National Water Initiative reforms have already contributed to a significant expansion in water trade.

Market intermediaries will play a pivotal role in expanding water trade. The confidence of market participants in the conduct of intermediaries is critical to the continued growth and efficient operation of markets.

We commissioned a Waterlines report to investigate issues associated with the conduct of intermediaries and report on options to improve the confidence of market participants.

In general, the Commission favours the least intrusive regulation, and lowest feasible barriers to entry consistent with fair and efficient market outcomes.
