Victorian state water register

Objective:

To contribute to the finalisation and activation of the single State Water Register and retail account for Victoria.

Funding:

Up to $5 million plus applicable GST from the Australian Government towards costs associated with supporting the work program. The total value of this project is up to $16.3 million with a Victorian contribution of $11.3 million.

About the project

This project contributed to the finalisation and activation of the single State Water Register and retail account for Victoria. The Victorian State Register incorporates all Victorian water access entitlements and interests in those entitlements and issues an account for annual water allocations to the owners of water access entitlements. It provides reporting functionality, including public on-line access to reports for water trade prices, and ownership details for individual water access entitlements.

RNWS funding has been essential to finalisation and activation of this project. It has allowed the building of the Register to be finalised, the cleansing of current licence data, final testing of the register, and training of users.

Project benefits

Implementation of the Victorian Register supports NWI trading and accounting outcomes in Victoria, and across the southern Murray-Darling Basin. Specifically, the Register:

  • facilitates the operation of intra and interstate water markets in Victoria
  • streamlines entitlement registration and trading, reducing market transaction costs
  • enhances investor and public confidence in water entitlements, allocations and trades, including for water provided for the environment
  • provides reliable information for water planning decisions, and
  • provides a platform for the uptake of the system (or aspects of it) by other states.
