Commencing: February 2010

About the project

This project investigated a range of factors affecting the efficient operation of water markets across Australia. It assessed the extent to which these factors affect the further development of transparent, competitively neutral and efficient water markets.

The Commission's 2009 biennial assessment of the progress in water reform, Australian Water Reform 2009, found that while good progress had been made in implementing the broad institutional, regulatory and administrative arrangements to enable water trade, numerous factors still inhibit the further development of transparent, competitively neutral and efficient water markets.

This project delivers on NWI commitments to facilitate the operation of efficient water markets and opportunities for trading. The project produced a report that identifies and analyses issues affecting Australian water markets, and makes recommendations on possible improvements.

The report draws on key related Commission reports, including Australian Water Reform 2009, the Australian Water Markets Reports and the 2010 Impacts of Water Trade in the Southern MDB report, as well as bringing together other information on water markets.

Project benefits

The project will improve the operation of Australia's water markets, enabling further improvements in the efficient redistribution of water to its highest value use.
