Australian Water Markets Report

2008-09

The Commission has begun preparations for the production of the Australian Water Markets Report 2008-2009. The Commission has again engaged the Allen Consulting Group to assist in the analysis and production of the report. 

However, as a result of the enactment of the Water Act 2007 (Cth), the Bureau of Meteorology is responsible for the collection of trade data under Water Regulations 2008 (Cth).  Therefore this year's report will be based on the trade data collected by the Bureau.  In its second year of production, the Commission proposes to provide trend analysis in this year's report.

The Commission expects to release the Australian Water Markets Report 2008-2009 in December 2009.

Background

The Commission has strongly promoted the introduction of legislative and administrative reforms to encourage the development of water markets in Australia. We now have the architecture for open markets broadly in place but there is a need to improve the efficiency of the market.

The availability of accurate information on the market's performance will assist in this process.  The Commission has therefore commenced producing Australian Water Markets Reports, which are funded through the Raising National Water Standards Program Project: Facilitating improvements in the specification, registration and trading of water entitlements.

The primary objective of the reports is to inform market participants about market structure, trading activity, prices and key policy drivers. Providing this type of information to both direct and indirect participants in the market is an important step towards improving market performance.

The reports are consolidated, annual, nationwide reports on Australia's water markets.  They are intended to be the definitive, publicly accessible and timely review of annual trade activity, and therefore are statements of past activity over the course of the water years.

2007-2008

In December 2008, the Commission published the inaugural Australian Water Markets Report 2007-2008

The Commission engaged the Allen Consulting Group to assist in the data collection and subsequent analysis for the production of the inaugural report.  The Bureau of Rural Sciences was also engaged to provide GIS and mapping services for the report.  The report was reliant in large part on the cooperation of the state and territory trading authorities, not only for data provision but also explanatory material.
